Propose
An attorney finds a case they want and makes a proposal. The posting attorney is notified that a proposal is in, and accepts or declines it.

The proposal is accepted, and both attorneys are notified.
The attorney taking the case pays a one-time $100 match fee. If the referral falls through along the way, the fee can be refunded.
The private details of the case are released to the attorney taking it on. Both attorneys have already seen each other’s name, bar number and standing, and no client information is shared. Each attorney confirms that no conflict stands in the way of the case changing hands.
The fee agreement is emailed to the posting attorney, the attorney taking the case, and the client for electronic signature. It is generated from the information in the proposal. All three must sign before the referral moves on; if anyone declines, it ends here.
The substitution of attorney is emailed to the same three people for signature. It starts from the official state template, filled from the case listing, and every value stays editable, so a mistake or a missing field can be corrected right in the signing screen.

Charged to the attorney taking the case on, at the moment their proposal is accepted. The attorney handing the case over never pays anything.
It is never a percentage of a recovery, a settlement or a legal fee, and it doesn’t change with the size of the case. Whether the client signs or the matter resolves has no effect on it either way.
